Committees communication channel

From the minutes of the AGM:

Creation of communication channel with set rules to aid communication between committees
It was noted that communication between committees is sometimes confused, and that an Inter-group channel be set up. After much discussion it was ​AGREED​ that the Board be responsible for suggestions for this channel of communication.
The proposal was AGREED​ unanimously.

Has this happened yet? As far as I know no one from the committee I’m in (League Liaison) is in it, if it exists.

This is my bad. It was my proposal, and it passed.

I had reasons for the initial delay, but I shan't go into those here. Let's get it up and running - I would appreciate some help in shepherding folks mind you.

What would be helpful are laid out terms for how this will work and how it will be distinct from the existing chats. This was something that I wanted some collaboration with, but as a starting point:

'- A new Telegram chat called Cross-Committee Channel? (can we do a better name?)

- 2 (as a guide, but no more than 3 at a given time) reps of every committee selected by each committee. Can rotate.
- A link pinned to the top of the chat saying who is a rep for what and with these guidelines
- Reps are specifically that - delegates of their committees; membership of this channel does not convey seniority, it is simply about getting swift and concise input from other committees.
- We must establish clear guidelines at the outset of the channel and review over time to make sure it works.
- It is important that all committees take part. The idea is that we all know where committees intersect, etc, so that we strengthen and speed up committees' decision-making. -This should also strengthen transparency.
- Decision-making still rests with committees. This channel should provide space for finetuning, but it should not become a committee by proxy.

- Channel is to raise issues that one committee needs help/clarification from another/other committees, or which one committee wants to make another committee(s) aware of. Examples:
-- Request support on some work
-- Ask another committee questions
-- Clarify when there is overlap of remit

- Keep posts short and specific.
- When a rep is asked a question/query, they should try to respond quickly, even if in first instance it is to acknowledge question before taking back to committees
- If there is need for protracted discussion between reps from two or more committees, ideally relevant people can break out into a separate sub-chats; we should avoid this channel getting congested.
- All reps have a responsibility to ensure this channel works as intended, and so should remind others of the guidelines.
